Governor of North Dakota John Hoeven has seen something that we haven't seen in the rest of the country -- a statewide surplus. He's currently proposing in his new budget a 19% increase in overall spending with a focus on education, the penitentary system, and health care for the children of lower income families while simultaneously providing $100 million worth of income tax cuts. After taking into account the new spending, Hoeven who recently won reelection, would still have a $800 million to $1.2 billion carryover for the next budget cycle. A Republican Governor who actually knows how to balance a budget? I like the sound of it already.
